yes, there is a browser version. It's also working. But the app is much more easy to fill in....

not the SIM card is the point. You only see section 38 app at Google Play with an Thai Google account. So create a new Google account with location TH.

have you asked your insurance already. They must sign that letter. I was on O-A before and I used Hanse Merkur insurance from Germany. They signed that letter .
