you used to be able to do it on their website, I did it on my laptop. I'm assuming you still can but I haven't done one for nearly a year now so don't know for certain if that option is still available.

Hopefully there is a simpler way to do this via the laptop without jumping through all these hoops. I am a dinosaur with mobile phones but much more competent on a computer. Unless I get my Thai mate to download it on to his phone when I arrive.

not the SIM card is the point. You only see section 38 app at Google Play with an Thai Google account. So create a new Google account with location TH.
