Got a mate here on 30 day tourist. He needs to go back to UK for a week then wanted to come back on a tourist vsia 60 day.
Can he apply for that now in UK even whilst he is here? Is it likely to get approved if so?

Worked for me. Got my Non O visa before I left Thailand. ( Germany - Berlin )
Germany is the only embassy I know of that completely allows Germans to apply while not in Germany.

Apply as soon as he gets back to UK. Only takes a few days for approval, if all documents are correct

If he can show them a ticket from UK to Thailand he can probably apply. But one of the parts of the application is to show every stamp in the passport from the last 2 years. If they notice he's still in Thailand they could reject his application.
There's not much reason to apply early as London embassy usually issues visas within 2-3 business days.
