Visa will not be transferred, only stamps for a stay can be transferred.
You will need to take old and new passport for the rest of the visa validity period, so for your conveniance it might be better to apply for a new passport first.

It can be quite difficult for them to decide, especially when it is about visa tourism and not people who apply from the country where they are resident.
Applying for a visa in a country where you are only a tourist to apply for a visa, just might be a red flag, which might influence the rest of the process.

If you only plan to do a 6 months course you don't need DTV.
The visa is meant to be used while you do a soft power activity or work remote or undergo medical treatment.
Because a lot of them live in Thailand on other visa or visa exemption, and just look for a possibility to keep living in Thailand. Because DTV actually is a tourist visa it is not available in Thailand itself, so these people have to do a visa run to a country nearby to get the visa.
This is called visa tourism, travel to a country with the sole purpose to get a visa for another country.
