They would notice your international arrival and this is different from just visiting another province, for which they said it is not required. I'd say yes, you need one to play it safe.

 In my experience it's a couple of days, even if it's a weekend. Reports seem to vary from 1-4 days. They're actually pretty reliable.

When you get the approval it will tell you. Eg:

"THIS IS NOT AN EXTENSION OF STAY PLEASE NOTIFY YOUR ADDRESS AGAIN ON : 2023-04-05 (UTC +7)"

 The change in Visa Exemption to 45 days from 30 days was only until March 31st. Anyone's guess if they choose to leave it in place.
