"Thailand Pass will open for registration on 1 November 2021 at 09.00 hrs. We recommended you to register for Thailand new electronic entry document (Thailand Pass QR code) at least 7 days prior to your travel date. For travellers who have been granted COE (Certificate of Entry) and will arrive in Thailand from 1 November 2021 onwards, the COE is valid for entering Thailand. The travellers can update COE format which will mention the revised condition of stay complying with new entry regulations by downloading the new COE at this registration website (coethailand.mfa.go.th) or the link from your COE approval notification email."

TLDR : Answer Summary
Thailand Pass will start accepting registrations on November 1, 2021. It is recommended to apply for it at least 7 days before your travel date. If you have a flight landing in Thailand on November 8, it is advised to apply for a Certificate of Entry (COE) before October 31. After November 9, travelers must use Thailand Pass instead of the COE.
If you are travelling by 8th November, you may proceed to apply for a Certificate of Entry (COE). The last day you can apply for a COE is 31 October 2021.

If your travelling date is from 9th November onwards, please use Thailand Pass instead of the COE. Please see details below:

Iโve also just got some updated info from the link below confirming that expats can use social security or existing insurance instead of purchasing additional insurance (to apply Thailand Pass)
do not wait for that pass it takes 7 days to process about double the COE

Did anyone here apply only for their visa as an E-visa on the thaievisa website? And if so, how do you answer the question with supporting documents " Confirmation of legal residence in a country in which you are applying for the visa. (In case that you are not a national of the country in which you are applying for the visa." i don't understand this question because anyone applying for a visa is obviously not a legal resident...so how do you prove you are one with documents?
where did you find a asq hotel offering pcr test and only one night stay in bkk if I may ask? Iโm looking for a place offering that - that is not priced through the roof
i directly contacted the hotels that iโm interested in, and asked if they are an AQ or SHA hotel, if they have any one day package based on the new rules. The hotels got back to me with the prices of their packages. But the link provided by Kevin above maybe more useful.
