If you want to live here in Thailand, then the marriage needs to satisfy the laws of Thailand (basically the same as any other country). Single/free to marry cert from your embassy, translated and authenticated by MFA, then take these documents along with your passport to the local amphur office. Of course this is assuming your wife is Thai national. If these criteria are met, then go to your local immigration office. They will give you a list of documents you need to submit for the non-O. You will need to currently hold a TV (another type of non-O or VOA, etc will not transfer legally).

need to check with your local immigration office - they will usually have a checklist that can vary between province. For instance in HH, I needed copies of: TM 6, all passport pages, TM 7 x 2 (with passport photo for each), marriage cert copies (all docs), proof of income (40k per month or 400k in bank account minimum 2 months), TM8 (house owner form inc houseowner ID and housebook copies), 6 photos inc one showing front of house and mailbox with number visible, hand-drawn map (cant me google map copy) showing route from house to immigration, 1900baht and a bucket of crispy fried chicken.
translated into Thai, then sent to MFA for authentication. When I needed a single and fee to marry certificate translated, it cost around 1800 (400 for translation, 1000 for MFA stamp, 400 for the translator sending it to MFA on my behalf instead of me lining up there).
