Because if you import it temporarily as a tourist, the customs only permit limited time periods without it becoming an 'import' incurring a tax liability.

There definitely isn't a mountain of paperwork, just the passport application, witnessed photos and birth certificate. You might need to produce yours to show right to UK citizenship I think but that's about it.
