Can you change a retirement visa to a marriage visa in Thailand based on income?

i have changed from retirement to marriage visa 4 years ago. No Hassle. One thing that is different is when you have applied it takes approx one month to get your stamp in your passport. Every year you apply for the renewal visa it takes one month for the stamp.
