It applies to all foreigners entering Thailand regardless of what visa you hold, it’s really pretty simple.

Even those holding Diplomatic and Official/Service/Government Passports (and thus, diplomatic, consul, and official Thai Visa's) must all submit a TDAC

There are TDAC kiosks in International Arrivals Area of Thai Airports before queue into the Thai Immigration lines for those who had not yet submitted a TDAC before landing >

Every single non Thai must do it every single time they want to enter Thailand. Even if you leave Thailand for a couple of hours for a meeting, you still have to do it.
