Who said it did? Royal Thai Embassies and Royal Thai Consulates-General have the authority to issue visas to foreigners for travel to Thailand. But using common sense it would seem to be a Thai that decides, wouldn't think a foreigner would decide who can come into my country, even as woke as it is. 🤣
