You can probably get it through significant investment (say around the 100 million range (approx 3 mill usd).. you'll pay enough taxes on that to qualify)

Can South Koreans get a 90-day visa by traveling from Penang to Thailand by land?

Some people get stamped 90 days upon landing.

- Brazil passport

- Korean passport

- Russians?

- APEC card holders

I believe the OP is Korean so will also get 90 days.

However Koreans cannot cross a land border on visa exempt

No the lease can also be in English too for a resident certificate to be issued.

But some immigration offices might just look if you have a tm30 there

Multi entry tourist visa might be better if you enter and exit a lot, or elite visa (best long stay option because no paperwork at all)

Ed visas are designed in a way that it is assumed you will be studying/attending classes, and maybe taking the occasional short break if you need.

If you really must have it, you can also get the residency certificate the same day if you go to one of the agencies directly in promenada mall.
