TLDR : Answer Summary
You can obtain a residency certificate in Chiang Mai either by applying at the Chiang Mai Immigration Office, which typically takes a week for processing and is free of charge, or by using agencies located in Promenada Mall that can issue the certificate on the same day for a fee of approximately 1000 baht.

If you really must have it, you can also get the residency certificate the same day if you go to one of the agencies directly in promenada mall.
, there's a place on the second floor by the escalators (Tian, I think is the name), that will get them in a day for the 1000baht
OR
you can just apply and go back to get it next week at the immigration office

Sorry guys I was already at the place where Chiang Mai Buddy tells you to get the RC from, it is clearly out of date. Please accept the fact that some of us are not as tech savvy as others

There are two ways to get that certificate from the Chiang Mai immigration office. One is where you go in apply, wait a week and go back to get it. <- That is free to do
The other is where you use one of the "agencies" in the Promenada Mall to get you the certificate in a day <- that costs 1000baht now.
