1 they are now open from 5 am to midnight.
2 you can only get the permit at CNX on the day you fly. Earlier@ Promenada
3 if you have all your documents ready you will get through much faster.
4 Necessary documents
TM 8 they told me this form is available on the immigration website.
Passport size photo
Copy of main page of passport
Copy of current Visa or extension
Copy of the departure card if you flew in.

I would think a copy of the departure card is required whatever way you entered the country, land/sea/air.
