You can probably get it through significant investment (say around the 100 million range (approx 3 mill usd).. you'll pay enough taxes on that to qualify)

The way i look at it, permanent residency needs renewal every 5 years, very similar to 5 year elite card. There is also a 20 year long option, however, price difference is huge.
