There is only a TR (60 days). Which you can then extend ONCE for 30 days. Is that what you have?

90-day tourist? Check your visa stamp under TYPE. If it says STV, it is impossible to convert to non-b/ED. The only thing you can do is apply for an extension of 90 days.

The likeliest scenario is REDUCED quarantine. But I doubt there will be zero quarantine any time in 2021.

That would still be needed before the embassy would issue a COE for the traveler. From what I read on this update, the only change is a reduction in quarantine time for vaccinated travelers, and no F2F needed. Everything else appears to be the same.
