TLDR : Answer Summary
The questioner asks if they can travel to Bangkok to visit their mother by August 2021 without undergoing quarantine, assuming they are vaccinated. Responses indicate that while initial plans for vaccinated travelers suggest potential ease in restrictions, widespread agreement leans towards an expectation that quarantine requirements will remain in place until October at the earliest. Some community members note ongoing discussions about travel bubbles starting in July, particularly for Phuket, which may allow for reduced quarantine depending on vaccination status. In conclusion, most responses suggest that August travel without quarantine is unlikely and October is more realistic.
Two weeks ago I was in a meeting online with TAT (Tourist Authorities of Thailand), and was told that if you are fully vaccinated at least 14 days before arrival, then you will be allowed to enter without quarantine from 1st October.
But please be aware that nobody knows now how the vaccination ๐ or the number of people infected will be then. So this may change on short notice.
The likeliest scenario is REDUCED quarantine. But I doubt there will be zero quarantine any time in 2021.

Nothing is worth speculation. Things are changing too frequently for any guess to be worthwhile.

January 1 was announced earlier in the week...

October is the earliest and apparently you can still spread Covid-19 even if you are vaccinated btw.

"The Centers for Disease Control are walking back claims made by its director that people who are vaccinated against COVID-19 do not spread the virus, clarifying that they do not yet definitively know if that's the case."
