Can I submit my 90-day notification at any immigration office in Thailand while traveling?

ORIGINAL POSTER

I live in Chiang Mai but I am in Koh Samui now.  I need to make the 90 notification by today March 3.  I know I have between 15 days and 7 days prior to March 3 to notify by on line or by registered mail.  On line system has been down.  Too late now to mail.  Must notify in person and have 7 days after March 3.  I go to immigration and I am told since I made my last 90 notification in Chiang Mai, I must return to Chiang Mai to make notification in person!!!

The rules say I can make my 90 day notification at any immigration office.  Immigration office refuses my notification.

Anyone have a solution?
