What are the consequences of not filing a 90-day report due to not having a TM30 in Thailand?

what happens if you cannot do the 90 day report because I have no “TM30”?

I know there is a fine, where to pay and when? does it complicate future entrances? thank you

Are you staying somewhere and the landlord/property manager didn't file you as staying there? If you can provide proof (invoice for hotel etc) you can go to immigration and get a TM30, and you may or may not be given a fine. Last time I had to do that I was given a warning

Or you can go to a hotel for 1-3 days get the tm30 and go do it in person at the Sotomor

The only time it becomes a problem is if you have any interaction with immigration. They will want to see your TM 30. You will have no problems entering Thailand because you didn't file a 90 day report, or have a TM30 filed by your landlord. This changes with any immigration interaction. You'll be fined bt2000 for late filing of the 90 day report, and can also be fined bt2000 for no TM 30 filed within 24 hours after you arrive in Thailand.

Don't know about future entrances, but you pay the fine at immigration. But from what I know, you can still do it after a week of deadline. Of course you'll still need to pay fine for not having TM30 as soon as you get back into Thailand.
