I forgot to do a 90 day report on my first entry on DTV. I left and came back before 180 days. Im on my second re-entry now and about to do a 90 day reporting. Will i get fined for not doing it before?

Only if the particular Immigration Officer picks it up. I know a few who have missed one, travelled then came back, reported and nothing said.
