I think you’re correct about my understanding of the TM30. I was never asked about and have no experience with it.

Multiple stays at GCP 55 Sukhumvit & GCP Ratchadamri, Hyatt Regency Bangkok Sukhumvit, once in Phuket, once in CM, and multiple stays in KK at Avani and once at the Pullman. The only place that did mention it was in the town in Chon Buri for 2 nights. All on visa exempt stays.

during my 3 trips within the last year, only one place mentioned it. I gave them a deer in the headlight look and never heard more about it.

Don't send it back to the US. Expedite in the US is 7 to 9 weeks. The US Embassy in Thailand can help.

IDK a good answer for you, but Expedite PP Service takes 7 to 9 weeks. and that is for someone currently in the US.

my legal USA residence does not change. I think the pension issue you mention is maybe for another country. It’s not for the USA - at least not for me or anyone I know of.

if I’m just starting on the retirement visa, what is the time frame for the first extension? If I have the 800k in the bank two months prior to entering Thailand, and if I apply for the retirement visa asap after I arrive - Can I get to that point for the first extension within 8 months if I started from the beginning when I arrived? Or would this not be possible?

I suppose some people do not keep either. Other's want a lil more security, and might have more than one US bank and several US credit cards, with an ATM from each bank also. Banking is free in all the banks I've ever had in the last 20 years, even checking accounts pay a tiny interest for balances. Stuff happens, be prepared.
