The department of Foreign affairs made that announcement, but they jumped the gun, so as I said nothing is different, when you come here you will still get a 30 day visa exempt stamp upon entry to Thailand, and you can extend that one time only at your local immigration office for 1,900 baht. At this stage there has been no official date for the implementation of the 60 visa exempt, so just wait and watch.
You are talking about the proposed increase for a visa exempt from 30 days to 60 days, and no it has not been implemented yet. The 60 day tourist visa remains unchanged, they are both totally different things, just to let you know.

Depends where you are living in Thailand a lot of immigration offices will not except the monthly financial requirements only the yearly requirements of 400,000 baht and seasoned correctly. Go and ask your local immigration office what they will except in regards to this.

Visit your local immigration office and ask for the handout which outlines the requirements for that office, as most immigration offices vary slightly. That way you will know exactly what you require.
Unfortunately there is no 90 day extension available for being married to a Thai National, but you can get a yearly extension if the 400,000 baht is in your account 2 months before you apply for the extension.
