Curious as to why a district office would need a new translated copy of ones Bio page in the passport? They already have one from six months ago? The passport is the same.. not new.. this is for yellow book... thank you

the previous translated copy was for yellow book too.... had to wait on immigration to return what ever report they do... so was told after I left ... that I would have to wait to complete yellow book upon my return... now this request...just the way it goes.. I guess. beginning to wonder..................

The answer will be the same for many things in Thailand: because.

The old one was for whatever you used it for back then. But now you need one for this thing. You need a NEW one for this thing. The person processing it is simply following the list of requirements they were given. Thais do not think outside of that, as they have no motivation to do so and many times they would even be punished for trying to take initiative and improve a process (boss says "you think you know better than me?")
