TLDR : Answer Summary
A user is questioning the need for a new translated copy of their bio page in the passport for a 'yellow book' application, despite having submitted one six months prior. Respondents suggest that this requirement is typical in Thailand and often stems from bureaucratic processes that prioritize paperwork over logical reasoning. Some comments point out that the requirements may vary for different situations, and others humorously emphasize the affection for documentation and process in Thai culture.

philippines ask for paper custom form at airport. you hand to officer he throws in nearest trash can
japan ask for paper throws in trash can
japan ask for digital never even scan qr code.. its all about follow what boss says to do for no reason
aint that the truth! I often think they run offices like it’s the 1980’s before computers.

The answer will be the same for many things in Thailand: because.
The old one was for whatever you used it for back then. But now you need one for this thing. You need a NEW one for this thing. The person processing it is simply following the list of requirements they were given. Thais do not think outside of that, as they have no motivation to do so and many times they would even be punished for trying to take initiative and improve a process (boss says "you think you know better than me?")

They like you to sign the copy. This is how Thailand keeps unemployment at 1%
