Good morning Gentlemen, have a few questions on behalf of a friend who doesn’t have Facebook, he is a Australian citizen, he is currently on a multiple entry Non OA visa which was issued in Sydney on the 14th May 2019, he was stamped into Thailand on July 12th 2019. He knows that the borders are closed and he cannot do a border run to exit Thailand and re-enter by the 14th May to receive a further 12 month stamp.
As he is stamped into Thailand till July 12th 2020, he was now looking at applying on that day for a 60 visitor visa as he has been married to his Thai wife for decades, he has all the paperwork ready to go, he was wondering when he gets the 60 day visa, can he then apply for a Non O visa based on marriage without leaving Thailand, as he knows he can’t go from a Non OA visa to a O visa based on marriage inside of Thailand.
Or would there be another option available he has not thought about, thanks for your help guys.

After that he could apply for a yearly extension off the O-A entry stamp based on retirement, by meeting the financial requirements of 800K baht in a thai bank account in his name for 2 months before he applies AND by meeting the mandatory health insurance required for O-A extensions.
OR
He might be able to apply for a year extension based on marriage by meeting the financial requirements of 400K baht in a thai bank account in his name for 2 months before he applies BUT even though it's an extension based on marriage because he is getting it OFF an O-A visa entry he would still have to carry the mandatory health insurance from one of the 13 approved thai carriers.
The ONLY way he can "break that O-A chain" (and get out of the insurance clause) is to exit/re-enter and start the process over again with a NEW 90 day Non-O visa and then a yearly extension
