It would be helpful to mention what visa you arrived in Thailand on? You mentioned your first report, are you eluding to the 90 day report? In future just try and give as much detail as possible that way you will get some sensible answers to your questions.

How long do you have to report to immigration every 90 days on a Non-O visa for marriage in Thailand?

You will be required to report to immigration whenever you spend 90 consecutive days in Thailand, say if you never leave Thailand for 10 years you will need to report every 90 days just because you are on a Non O visa based on marriage to a Thai National you are not exempt from reporting.

Yes visa exempt stamp for 60 days.

Will I need to complete an ETA for Thailand if I arrive on May 22 as a British citizen?

Impossible to answer that in January, you will have to check that closer to your travel date, but at this stage there hasn’t been any date fixed for the implementation of the ETA.

Can I enter Thailand on a 60-day visa exemption, go to the Philippines, and then return for another 60 days with an extension?

You will receive a 60 day visa exempt stamp each time you enter Thailand, but be aware the extension is only 30 days not 40 like you mentioned.

What should I do if I can't show the required 20,000 THB in cash upon entering Thailand?

Very rarely asked for, but if they do it must be in cash, and there are no ATM’s in that part of the terminal.
