 BKK. Clover Hotel Asoke, This is my third quarantine and I have exercise equipment, but I felt cardio was definitely missing and here every room gas a bike

Maybe confused with the language. Nowhere else have I heard you will get visa before all other documents (except medical) are handed over and then they give you the visa and COE.
