Trip to Pattaya is 130 thb, you can find some cheaper agents in Pattaya probably. I would consider this option.

Do I need to book a return ticket before my visa exemption expires or before my extension would expire?

You still need to leave Thailand when your extension stays, so maybe you can just buy a ticket. But if you really don't want you can get an onward ticket, ex:

Believe you can get it after 90 day report, so if you stay more than 90 days should be possible.

Depends on the bill. Water is from Juristic person, so should be possible to pay more upfront or ask for bank account (then you can pay with wise). About electricity wrote already. For WiFi you can also pay with card online.
