Depends on the bill. Water is from Juristic person, so should be possible to pay more upfront or ask for bank account (then you can pay with wise). About electricity wrote already. For WiFi you can also pay with card online.
In Bangkok, you can pay your Electric Bill by card through MEA website. So that means, you can do everything without a bank account. But would be more comfortable to have a local bank account, I believe that you can contact an elite visa issuer and they assist in bank account opening.
As other people say, wise fee for making 2 or 3 transfers will be a bit bigger (like 1 or 2 dollars) so there is no reason to send it in one transfer. Better to split it into a few smaller transactions.
