I'm guessing the 25k was to bypass having the 400k in Thai bank account. The standard fee for all extensions of stay is 1900 Baht

Nope. You can report 14 days before it's due and up to 7 after without a fine

Totally incorrect. You can apply for the Non Imm O at just about any Embassy/Consulate in the world. Only a Non Imm OA can be applied for in your home Country or a Country where you hold PR.
