Foreign cards incur ATM charges in the UK. Not because it's xenophobia but banking business. I really think if you are convinced everything: country/banking/fees etc is xenophobic then you really shouldn't travel abroad.

apply in home country if you don't have Thai bank account. Then get bank account after you arrive.

you may think they are poison but I bet you're glad WE had smallpox vaccines to eradicate it, so you never needed one. No need to thank me. Oh and we had the polio vaccine so you didn't need one. .
