If you mean 90 day report, you do that at your local immigration office

as long as you have a minimum 6 month visa then yes.

Plus when you have an account in Cambodia you can use the QR scan in Cambodia, Thailand and Vietnam

Equally they could do this on any visa that has a financial requirement. Marriage, retirement etc. I don't see any reason why the DTV would need to have different requirements
