They're making it easy because there are so many unoccupied condo units nationwide. It's a big problem. The DTV is just a smokescreen to get people into those units. That's why the DTV barrier to entry is low. The Thai government do not care what your reason is, although they have to at least make it look half legitimate.
You can always just buy a flight reservation to cover yourself. I've used onwardflight a few times. It cost $14, and you get a legit booking/flight code. It covers you for 48 hours, so buy on the day off your entry flight. Last time I entered Thailand I was stopped at passport control, and I having this fugazi booking saved me.
