Can I apply for a DTV visa in Ho Chi Minh City while only visiting for 5 days?

- Hi...I planned to travel to HCMC to apply for my DVT there next month. I have friends, so I was planning to stay there for 3 weeks. Did you apply for your DVT there, and was the 3-month $15k bank balance a requirement, or was having proof enough? Please advise. Thanks.

Will extending my tourist visa in Thailand affect my DTV visa application?

I planned to go to HCMC based on what another member has done. He went to the embassy and got his DVT in 8 days, but he did not reply to my message as to whether he had 3 months showing $15k in his bank. Based on how he obtained his DTV in HCMC, I suspect he did. My plan is to stay in HCMC for 2 weeks and head to BKK -- hopefully with my DTV. You looked into Indonesia, Jakarta. Is it better to obtain my DTV there? What are the costs there? The same $15k? Please advise. Thanks.
