nope, the Thai Australian Embassies were the only embassies that allowed it to be in a bank outside of Thailand, Thai embassy in Sydney is the only embassy that allows it now

That is a Bangkok Bank specific rule set by Bangkok Bank. Immigration hasn't changed anything, its still 3 months before for extensions

can't use an international bank, it needs to be in a Thai Bank for yearly extension. The more simpler solution is just moving banks from BKK to KBank, Krungthai etc

You just need to go in and verify. I had to do it with my KBank, for whatever reason, I didnt need to do it with my Krungthai though despite it being the same number. Took me less than 15 minutes.

its got nothing to do with visa numbers. My wife who is thai had to go in and change her phone number for her KBank because the number she used when she opened the account wasn't in her name.

There is no defined limit, you can do it until you can't. Each time you enter and every immigration office you face is going to be different. Just wait until you get your DTV.
