Reconsider if a Thai bankaccount is need-to-have or nice-to-have.
Banks in Thailand are like everywhere in the world, interested in having good stable custormers, that have a permanent address, a steady easy traceable income, and use the account all year round.
That is why the banks are reluctant to give accounts to people on short time ( read: tourist ) visas, and who only spend part of the year in Thailand.
Donโt expect to get a residence certificat, until you have stayed at a permanent adress in at least 3 month, since that is what the residence certificat should confirm.
Furthermore the added attention on whitewashing of money, is an added burden on the banks, so even depositing large amounts isnโt a guaranteed way to open an account.
The value of a resident certificat, had gone down, since Immigration Officers are giving them to people that are not on a longterm visa, or have stayed severel months at 1 adress in Thailand, so even if it is a formal requirement, the bank make up their own assesment of the stability of the want-to-be customer.

because he will be on an METV and it's a pain in the arse to open a bank account without a proper visa such as a non-o.
Yes, you can still do it but it requires walking around many banks until you find one and he would rather just pay someone to do it than waste copious amounts of time.

Banks are kinda funny here, in my experience. Many times the bank customer must use the branch where they opened their account. Recently, I had to update my passport and I could only do that at the branch where I opened my account. I think this same is true for some/most/all immigration paperwork. Hence, your friend may want to open the bank account where they plan to settle.
he won't be retiring here for another 5-6 years. During his yearly 6+ month visits he will look for somewhere he wants to settle. Once he actually decides on a place or retires in that province he will open an account their but until then he just wants a bank account for QR, prompt pay etc.

Iโve not used them. Iโve seen Mots in Pattaya recommended a lot when this question is asked. This popped up in my YouTube feed yesterday. They do everything- banks / licence / visa
I used them to open a bank account, and also convert my home country licenses into full Thai licenses, brilliant service, they take you to the transport office and the bank, you don't even queue up, very easy process.

Regardless of what you, I or anyone else thinks or believes, it's his decision and he personally believes and thinks a bank account will be very beneficial to him during those visits before he finds a place to settle down.
like you say it is better to open an account in the area/province you choose to settle in, because some problems can only be rectified, at the actual bank where you opened the account, with Bangkok bank, out of Provence ATM fees for cash withdrawals (using a Bangkok bank ATM) is เธฟ15 to use the physical card, or a cardless withdrawal using the application is free!
I agree, the most important thing is where plans to live, but if he uses the online banking app to withdraw cash he will not pay fees, regardless of where he is in Thailand.

Told him about the fees, and at the moment he doesn't care and will open another account in the province he decides to settle in, in 5-6 years. Right now he just wants an account for things like QR pay and not having to pay transaction and conversion fees on his UK cards. Told him about wise but he is adamant about having a Thai account the limited benefits it will give him.
