in a house in pattaya they came around 3 weeks after the initial bill when we forgot to pay. Luckily we was home so I paid and it wasn't shut off

you can use any address. Hotel will work. Never heard that good character money spinner before😂, usually need a proof of residence from immigration, 100 baht. Though I opened one with krungsri, didn't need it
