Does the Thai embassy in manila do multi entry tourist visas for UK passport holders? I can't(as expected) find info for non Filipinos on the embassy website

Brandon is correct. You will have to apply for an electronic visa. You should register on the Thai e visa site and they will tell which Embassy or Consulate to apply, If UK has more than 1 office like a lot of Countries do.
Whether the embassy in Manila issues METV or not is irrelevant to you.
You can ONLY apply for the METV at a Thai embassy or consulate in a country you have citizenship or residency in. So unless you're also a residence of the Philippines you cannot get an METV there.
