Each branch set their own rules. I was able to open a bank account with 90-day Non-O Visa at the Bangkok Bank located inside Emporium Suites. I brought with me Canadian passport, Canadian Driver's License, copy of Non-O Visa. Get off at Phrom Phong BTS and go to Emporium, not at Emquartier or EmSphere. Dress a bit nicely. You need a local SIM so get one before going there. You will need it to setup your banking app. They will help you there. You know you are at the right branch if you pass by Tiffany and Cartier stores. The branch is just around the corner.
When you arrive here you could take a health check up package in one of the hospitals or clinic. If results would show a chronic disease, there is a chance for you to apply for DTV soft power medical treatment. You can DM me if you have questions.

I am not sure this is the answer you are seeking. If you have started the online application but decided you don't want to proceed and cancel it, the system will automatically remove/delete incomplete application after 14 days. See screenshot below.
I hope you are doing your research before going to HCM. Check if you need a VISA to enter HCM. The entry stamp is the stamp on your passport by the Immigration Officer at the airport. You can only apply online while in HCM and your entry stamp at the airport is your proof that you are in the country. I urge you to search the posts in this Group as your payment is non refundable.
I can share my experience. After I submitted DTV application, status “pending documents review” 2nd day pending processing for approval” 4th day (not a weekend) received an email DTV visa approved. Just my opinion, it will most likely will be approved” based on my experience.
