the emergency immigration on Phanang was Surat Thani immigration that came to help ppl there and Koh Tao.

As you know we normally have Samui immigration, so call them a few days before 20.

Samui isnt closed for ppl needing to visit immigration there but you have quarantine 14 days when you back on Phanang

90-day report you can only do at the immigration office you belong to.

I have never heard anyone being asked for old expired passport when they have never been to Thailand before.

My guess would be that the school she enrolled with is not a serious one which made the embassy react or she didnt have the correct paperwork from the school.
