TLDR : Answer Summary
The current cost for a one-year, multi-entry Non-O visa based on marriage at the Thai consulate in Penang is approximately 750 Ringgits, provided that you have proof of 400,000 Baht in a Thai bank account and other necessary documents such as a marriage certificate and Thai identity card.

The real question is what reason would he want to use a thai consulate that requires proof of 400K baht banked versus going to one that doesn't require proof of funds?

ah ok. This post has now deviated slightly.. He has the funds - recently deposited into a Thai bank account < 1 month. He’s previously done the non o multi marriage visa. He’s not familiar with the extension as this was my first question when I realised he does now in fact have the funds to qualify for an extension. So.. he will still need to go out and will qualify @ Penang but the price is still unknown. It also begs the question on wether he should do a shorter visa then go for an extension?

Okay, Penang WILL issue a one year, multi-entry Non-O visa based on marriage to a thai IF you have proof of 400K baht or the equivalent in a bank account along with the regular documents (marriage certificate, thai i/d, house book listing, etc)
