TLDR : Answer Summary
This post discusses the experiences with the 90-day report process for Thai Elite visa holders at Koh Samui immigration. It highlights that individuals are advised to follow the normal reporting procedure, even though there is an amnesty period until July 31st. Comments from other users affirm the ease of completing the report now due to fewer tourists.

I did mine as normal in Hua Hin this week and there were several doing the samething. Never been late in 20 years and no way I want to face the crowds there sure to be end of July.
Good advice from them. (y) While you DO most definitely qualify for amnesty and don't have to file a 90 day report until july 31st, there is no up side to waiting AND because the immigration offices are almost empty any more (no tourists :P) you can get in and out quite fast.
I totally agree with them, just come do it like normal. (Although as I said you don't have to do it until the 31st of July if you didn't want to)
