if you apply for a tourist visa in Penang they ask you house contract or hotel booking, flight reservation within 60 days and - if it is not your first tourist visa on your passport - a bank statement showing at least 50,000 baht.

As for border run to Satun, yes, if you go by yourself you will be denied the entry, if you go with a visarun tour you can get your 30 day visa exemption stamp with an "unofficial fee" of 1000 baht

She can get a 7day "extension deny" at Samui Immigration. 1900 baht.

Then she can do a visa run to Penang and apply a Tourist Visa (around 8000 baht total included 2 days trip)

With a METV, within 60 day stamp runs out you can both

1) extend by 30 days at local Immigration (1900 baht), or

2) do a border bounce (even on same day) and get a new 60 day stamp.

Work permit must have 8 months of validity.

If not, your friend will apply for Single Entry Non B visa only

Be aware your marriage must be officially registered, and looks like being registered in a specific Municipality in Bangkok makes the Visa process smoother

In some Consulates if a foreign woman is married with a thai man, in order to apply for a Non O visa she doesn't need to show any financial proof.
