A few years ago I was given this by an Air Asia representative at CM airport when I raised a fuss about never being able to reach a live person by phone. Might want to try it.
From what I understand it's the applicant that requires significant ties to their homeland, Thailand in your case. Job, house/property, dependents (even elderly perhaps), bank accounts etc., financial interests. I'm sure it must be frustrating. Hope it works out in the end. I'll be going through the same but to Canada in a couple of years.
I went the affidavit route to verify CDN pension income that meets the 65K/month threshold when applying for a non-O retirement from within Thailand (Chiang Mai).
I was under the impression, according to that link, that income level did not negate the requirement to file. That's all. Social Security Contributions and Benefit has already been touched on by others.
