 No, make sure you select marriage for your Non-O or, for the first year, you'll be on retirement and have to meet the higher financial requirement for your extension

In Laos you apply online then go to the Embassy/Consulate in person to pay (this is the cheapest application fee in any country)

Can I exit Thailand to Laos and re-enter with a different passport?

You can do it by air but be prepared for raised eyebrows and questions as the IO will see you used a different passport previously
