1) the person applying for the visa must be outside of Thailand and in the jurisdiction of the embassy the application will be submitted to.

2) each embassy has different policies about this

Look in the bottom right corner of the last few pages of your passport. They probably wrote something very small in there.

You'll get a denied entry stamp. That's not the same as a ban. You can still return.

Laos. But might have to wait a month. Maybe Indonesia. Can wait in Bali while they process

Can I do my 90-day report at Phang Nga immigration after moving from Bangkok?

As long as you can explain to immigration why you have a work extension from Bangkok but are living in Phang Nga. You won't be able to do a 90 day report in Bangkok unless you have a TM30 from Bangkok.

There were only a couple of land borders that still used TM6 before the TDAC. Airports haven't used it for years.

7 days might not be enough time to apply for a visa, if you mean you will only be there for 7 days. If you have a Thai wife or Thai child, you can get a visa based on that.
