The issuing consultant or embassy and the immigration at the border are totally separate entities. It's the embassies in Laos that seem to be the problem. The big boss in Laos is maybe a new guy and he wants less people going there hence the crackdown.

The police headquarters near Siam paragon. You'll need a letter from the school requesting it. Takes 10 days if you pick it up yourself.
