If there is a valid reason, like no longer physically able to complete, then I'd at least keep a fee for the time, paperwork and refund the remainder as a goodwill gesture. Since it appears that the person just used your services to get approved, I'd keep at least 50%- 75% since your companies name is now attached to the DTV. Again, depends on your contract.

For the declaration in the e-visa, you need to go through the steps to the final page before you submit it's written there. The other part is when you first log into the e-visa site it asks where you are located. If you enter the information truthfully and say Thailand it will tell you that you are not able to use the site and must go to another country to apply.
There is another aspect to this that was commented on in several large Reddit threads. Let's say you decide to do as you are suggesting, nothing gets triggered, no stamps are asked for, you sneak through and you get approved. You leave Thailand to re-enter and activate your visa. The immigration officer at entry is on the ball, checks the date your visa was approved, checks your prior Thai stamps and determines you applied while in Thailand and denys entry. DTV entries are being scrutinized partially because they are new and not all IO's have seen them yet.
The applications are also being scrutinized pretty heavily, after the flurry of applicants and questionable info being provided embassies have started tightening up and looking for more details. You could try it but it's a risk and you could end up losing the fee, having a visa cancelled, etc. Up to you if that's not a big deal. Your best bet is to go to a neighboring country and apply.
it doesn't have to be your home country, but you do have to be in the country you are applying in. Various forums, subs and other Facebook groups have posts where people have been asked for the passport stamp or proof of entry into that country.
You are also violating the terms and conditions that you have agreed to when you put your signature on the document just before submitting the application. It confirms that you are providing accurate and correct information. Saying you are somewhere you aren't isn't accurate or correct, so you are obtaining the visa fraudulently. If for whatever reason it was determined your lied on an official government documents, you risk having your visa cancelled.
The documents for the DTV visa released by the MFA and other government agencies shows the wording that the DTV must be applied for outside of Thailand. You do you, but it's a major risk just to avoid spending a week elsewhere.
our first entry, the person beside me was asked by the IO for the paper, showed their phone. The IO accepted it, they obviously weren't happy about it based on how they handled the phone and told them next time paper. Personally, I wouldn't want someone to be handling my phone after touching so many passports and documents but I'll admit to being a bit germ adverse.
