I think you'll find that unless a law is made retrospective, any charges/penalties applied at the time of the offence will still stand. You can imagine the court backlog if this were not applied

You cannot search around looking for a cheap hospital to certify you have covid! The price is what it is, but your covid insurance will cover it

Australia doesn't stamp passports, and you don't need an exit stamp from anywhere to enter Thailand. I often switch passports whilst in flight
