What is the best option for long term visa in Thailand without being a work permit?

Without being married with a Thai citizen.

Without having a child in TH.

There are just two options if you don't want to work, and don't have any family ties to any Thai citizens. One is the investment visa, that takes an initial bt10million outlay, that you can make a profit on when you cash out and leave, or the elite visa at a minimum cost of bt500,000, that you get no money back when you leave.

Get the Elite Visa. It works out at about ten US bucks a day, cheaper than marriage or having kids trust me πŸ˜†πŸ˜†

If you have a lot of money Elite or business. Some money and are over 50, retirement. A little money, education. Not a lot of money, tourist visas and border hopping if still possible.

just search Elite visa, you'll find many agencies, it's 500k for 5 years if I recall correctly
