 no they are not exempt.

There are very few exemptions, mainly for Thais returning.

Correct neighbors just imported a 20ft container and duty/taxes alone were 54,000B for personal goods.

Yes you can lapse the extensions and reapply at a later date.

As long as you qualify there is no problem.

And you are correct in how the first year would work in many cases without embassy letter.
