I was just in a bank in Chiang Mai getting address updated and and some other documents. I asked about opening an account there as it might be convenient to have a local account. She said fine. I asked about DTV just for info in case it would be useful for the group. She made it clear no way. She also said something I did not quite understand but I am sure she said only for visa from immigration?????

Where is your flight or boat etc leaving from before arriving Thailand. In the TDAC for example if I was flying Emirates from UK to Bangkok with stopover in Dubai I would be putting my Dubai to Bangkok flight in the system

Especially at the airport. They will treat him as a loony. "Look I know it says tourist visa but there is a bloke on Facebook tells me you can change it to DTV" 5555

Immigration at the airport cannot and will not do anything. He has been issued with a tourist visa by the MFA. Only the MFA issue the DTV.

There have been quite a few Vietnam and Thai Holidays recently which the Embassy and Consulates will be taking. April 30th and May 1st with most taking May 2nd. May 5th and next is May 9th and 12th

Not true - quite possible on a few other visas that do not have a WP. I do not have a WP and I might go and open a new account in a new location tomorrow :-)
